The next coalition agreement should include a commitment to put a stable framework for planning, building permits, and property taxation into law, and to establish how that framework can be changed. Housing policy in Israel has long been treated as a series of emergency measures, revised whenever a new government takes office. That approach has produced volatility rather than supply, and it has made long term planning nearly impossible for developers, municipalities, and households alike.
A statutory framework would change the incentives. Builders could commit to multi year projects without fearing that approval rules will shift midway. Local authorities could plan infrastructure around predictable timelines. Buyers, especially young couples, could make decisions based on stable tax rules rather than speculation about the next ministerial announcement.
The key is to define not only the rules but also the process for revising them. Any change should require public consultation, published impact assessments, and a fixed transition period. That prevents abrupt reversals while still allowing policy to adapt to demographic and economic shifts.
Israel's housing crisis will not be solved by one reform or one budget. It requires continuity across governments. Writing the framework into law, with clear amendment procedures, is the most practical way to ensure that housing policy survives the political cycle and serves the public over the long term.
