Mayor Lurie has officially scrapped a key proposal that was designed to accelerate housing development in the city. The decision to drop the plan, which centered on a transfer tax cut, comes as a significant setback for market-rate developers who had championed the measure as a necessary tool to unlock thousands of new homes.
